This publication outlines Amnesty International’s (AI) policy on abortion. It describes the impact of criminalization of abortion, including discrimination and human rights violation. Accordingly, it describes the obligations of countries towards human rights concerning abortion, for example decriminalization of abortion and elimination of other barriers to lawful abortion services. It numerates state obligations that enable people to make autonomous and informed decisions and argues that abortion regulation must be aligned with human rights. The note includes an annex on abortion in armed conflict situations and on an update of Amnesty International’s policy on abortion (2018 Amnesty global assembly decision 2).
