The Council of Europe Convention (the Istanbul Convention) contains provisions specific to asylum-seeking and refugee women in order to prevent and combat all forms of violence against women, including domestic violence. The publication aims to support policy makers, border and immigration officials and practitioners with the implementation of Articles 60 (Gender-based asylum claims) and 61 (Non-refoulement) of the Istanbul Convention. The subjects include among others definitions, information and examples of gender-based violence that may be recognised as forms of persecution or other serious harm and how to ensure that a gender-sensitive interpretation is given to each of the convention grounds.
