In dit artikel gaan auteurs in op de rol van de overheid bij de combinatie van arbeid en zorg. Aandacht wordt besteed aan drie vormen van kinderopvang: formele, informele betaalde en onbetaalde kinderopvang. De regelingen in Nederland worden vergeleken met die in het buitenland. Hieruit blijkt dat de overheid de herverdeling van arbeid en zorgtaken tussen mannen en vrouwen wil stimuleren. Kinderopvangsubsidies leiden tot hogere arbeidsdeelname, betaald verlofregelingen juist tot minder gewerkte uren.
