- This paper seeks to understand how care policies are shaped. It looks at the dynamic between how constituencies make care claims and the ways in which care policies are constructed and delivered in different national, regional and historical contexts. The focus is mainly on child care policies for working parents in Europe, but the purview also includes policies for disabled people and unpaid careers. There are two main sections to the paper. The first focuses on the ways different political actors frame care policies in Europe. The second part examines policies in national context in relation to which issues drive policies and what this means for outcomes in terms of social inequalities: demographic change, social investment, employment-creation, and the global nature of care policy.

- 'Part I of the paper examines the interface and trade-offs between paid and unpaid work, including unpaid care work, while Part II identifies data gaps and proposes further research and analysis. Specifically, the paper focuses on women’s and men’s division of labour between paid work and unpaid care work and its effects on gender equality with respect to decent work outcomes, and one’s ability and power to make and act on choices: its interconnection with individual and family poverty: and on how economic and social policies and institutions influence women’s options by reducing or increasing the burden of unpaid care work. Unpaid care work shapes the ability, duration and types of paid work that can be undertaken. As it does not offer monetary remuneration, it reduces the exercise of “voice” over decision-making and impacts on one’s ability to accumulate savings and assets. Being regarded a woman’s “natural” work - performed in the “private” sphere of the family - unpaid care work hides away its economic dimensions and contributions: and being undervalued, it assigns paid social reproduction (care) workers to jobs that are presumed to be unskilled, with low pay, slender options for promotion and scant social protection. .Most importantly, unpaid care work entails a systemic transfer of hidden subsidies to the rest of the economy that go unrecognized, imposing a systematic time-tax on women throughout their life cycle. These hidden subsidies signal the existence of power relations between men and women. But also, they connect the “private” worlds of households and families with the “public” spheres of markets and the state in exploitative ways. It is important to shed light on these interconnections and draw attention to a pervasive form of inequality, in ways that motivate public dialogue and action on behalf of policy makers, in the hope that change is possible.'

- The goal of this research was to find out what can be done to ease the combination of multiple roles in families with young children. The present dissertation is a compilation of studies that contribute to the literature on multiple roles by examining (1) individuals’ implicit strategies and explicit strategies in combining multiple roles, (2) couples’ combination strategies and crossover of work-family experiences between partners, and (3) work-family experiences and its relation to parenting. All themes were approached with attention to the role of social-cultural context. All chapters are based on questionnaire data from the FamWork project, a European study on the reconciliation of work and family life among dual-earner couples with young children. - With the growth of parental employment, leave policy is at the center of welfare state development and at the heart of countries' child and family policies. It is the point where many different policy areas intersect — child wellbeing, family, gender equality, employment and labour markets, and demography. Leave policy gives an insight into a country's values, interests, and priorities. International comparisons of leave policy are available, but less attention has been paid to understanding the factors that bring about these variations. This book covers 15 countries in Europe and beyond and looks at parental leave policy within a wider work/family context, while addressing how, why, and by whom, particular òpolicies are created and subsequently developed in particular countries.
