- One year ago the editors of this book published 'Inexcusable Abscence' in which they concluded that three-quarters of girls who are not attending school around the world are members of socially excluded minority groups. This new book includes the more detailed technical analysis, and the country case studies on which the previous book was based. This analysis adresses the role of ethnic and linguistic heterogeneity in explaining differences across countries in school enrollment. Countries with highly heterogeneous populations are compared with countries with homogeneous populations.
