'The second Global Report on discrimination under the follow-up to the ILO Declaration on Fundamental .Principles and Rights at Work examines emerging issues in patterns of workplace discrimination and inequalities and recent policy responses, and outlines the ILO’s experience and achievements to date and the challenges it faces. It points to the need for better enforcement of legislation against discrimination, as well as non-regulatory initiatives by governments and enterprises, and equipping the social partners to be more effective in .making equality a reality at the workplace. The Report puts forward other proposals for future action, including making equality a mainstream objective of the ILO’s Decent Work Country Programmes.' -

This report gives a picture of where women stand today and how they have progressed in the world of work over the last 20 years, and of the root causes of inequalities and how they should be tackled based on what works and the guidance provided by international labour standards. It shows that, despite some encouraging advances, major gender gaps at work remain. Increasing gender parity in educational attainment does not prevent women from being concentrated in middle to lower-paid occupations that reflect traditional gender stereotypes and beliefs about women’s and men’s aspirations and capabilities.- Creator

'This report paints a picture of where countries stand in their efforts to achieve the attainment of Universal Primary Education (UPE) and gender equality, improving literacy and educational quality, and increasing life-skills and early childhood education programmes, highlights innovative and best practice, suggests priorities for national strategies and looks at how the international community is meeting its commitments towards EFA. .All countries have pledged to eliminate gender disparities in primary and secondary education by 2005, as agreed at the World Education Forum in Dakar in 2000, a year when a significant majority of the 104 million children not in primary school were girls and almost two-thirds of the 860 million non-literate people were women. .But ensuring the right to learn is not just a question of numbers. It is part of a much broader agenda to achieve gender equality so that girls and boys, women and men, enjoy the same learning opportunities and outcomes, personally, professionally and politically. This intention is enshrined in the 2015 goal to achieve gender equality which covers rights to, within and through education.' -

Too many governments have simply decided that women should have fewer rights than men to pass on their citizenships to their children or their foreign spouse, or to acquire, change or keep their nationalities. -

At the crossroads
Women’s rights organisations (WROs) are organisations led by women working to advance gender equality and women’s rights. They vary in focus and scale but are informed and inspired by an understanding of the context in which women live, and what needs to change. They organise as women but recognise that women experience .many layers of inequality shaped by age, ability, ethnicity, race, HIV status, sexual orientation, religion and other social differences, and so have diverse needs and interests. A feminist analysis of how these inequalities intersect with gender inequality, and of the power structures which maintain women’s inequality to men, is at the core of WROs’ work.- Creator

State of inequality
'This report looks at the state of inequality in health, answering key questions: according to the latest available data, what the status is of inequality across and within countries and how levels of health have changed in population subgroups over time. The objective of this report is to showcase best practices in reporting the state of inequality in low- and middle-income countries using high-quality data, sound and transparent analysis methods, and user-oriented, comprehensive reporting. This report encompasses the latest status of inequality and changes over time across 23 RMNCH indicators, disaggregated by four dimensions of inequality (economic status, education, place of residence and sex). It draws on data from 86 low-and middle-income countries from all world regions. In a subset of 42 low- and middle-income countries (where data availability permitted), it was also possible to assess how the extent of inequality had changed over time. The use of effective reporting practices helps to convey clear, salient messages about the state of inequality. Visualization technology facilitates the presentation and interpretation of large amounts of data, as results can be displayed using .interactive, customizable views.' -

'This toolkit has been designed to improve the way that parliaments around the world advance gender equality and to be models to the communities they represent. The toolkit should help parliaments wishing to evaluate how gendersensitive they are, assess their current practices and policies, identify possible areas for reform, plan for change, and establish mechanisms to monitor progress. .The toolkit draws on IPU’s extensive experience in supporting national parliaments on gender-sensitive reform work. It proposes sets of questions to be tailored to each national context. They are designed to lead to open, constructive discussions. The intention is not to rank parliaments. It is rather to help them identify their strengths and weaknesses in order to determine priorities for strengthening the institution.' -

'The Global Gender Gap Index presented in this Report seeks to measure one important aspect of gender equality—the relative gaps between women and men across four key areas: health, education, economy and politics. The Index was developed in part to address the need for a consistent and comprehensive measure for gender equality that can track a country’s progress over time. More than a decade of data has revealed that progress is still too slow for realizing the full potential of one half of humanity within our lifetimes. .The Index does not seek to set priorities for countries but rather to provide a comprehensive set of data and a clear method for tracking gaps on critical indicators so that countries may set priorities within their own economic, political and cultural contexts. The Index also points to potential role models by revealing those countries that—within their region or income group—are leaders in distributing resources more equitably between women and men, regardless of the overall level of available resources.' -

The Special Rapporteur addresses the sociocultural context of gender discrimination by defining the concept of patriarchalism. He denounces the negative impact on education and insists on the importance of ensuring not only girls’ access to school but also their completion of the education cycle. The report identifies obstacles to education for girls, such as early marriages and pregnancies, child labour (especially domestic work) and armed conflicts. He .describes aggravating factors and the key role of human rights education and its concrete implementation at the classroom level to combat gender discrimination and stereotypes. Gender equality at the heart of decent work
'This report has three aims: reviewing the ILO’s progress in assisting constituents to achieve gender equality in the world of work: highlighting its current efforts to implement International Labour Conference (ILC) resolutions and Governing Body decisions on promoting gender equality and mainstreaming it in the Decent Work Agenda: and providing background for constituents to chart a strategic course for future work. The context of the current financial and economic crisis has made the analysis of successful initiatives especially relevant. The crisis will impact heavily on both women’s and men’s efforts to find and keep decent work, and the progress made by ILO constituents around the world is threatened. Recovery packages that are designed too hurriedly and without sufficient social dialogue may inadvertently exacerbate existing sex discrimination in the labour market. .The report makes the case for scaling up measures to eliminate sex discrimination in the world of work and highlights ILO interventions in all regions. The ILO approach is grounded in the rights-based argument and the economic efficiency rationale: not only is gender equality in the world of work a matter of human rights and justice for workers, it also makes good business sense for employers and is instrumental in achieving economic growth and poverty reduction at national levels.' -

'This Report studies the role that ICTs and the Internet can play in advancing gender equality agendas, including equal access to new technologies by women and girls. It examines the central question of how access to the Internet and ICTs can help redress some of the inequalities women and girls face in their everyday lives, and whether inequalities in access to the Internet, and the types of content available online, are in fact reinforcing social attitudes towards women. Issues in fact extend far beyond basic access, including the availability of relevant content and the participation of women in public policy-making processes.' -

The Index benchmarks national gender gaps on economic, political, education and health criteria, and provides country rankings that allow for effective comparisons across regions and income groups, and over time. The rankings are designed to create greater awareness among a global audience of the challenges posed by gender gaps and the opportunities created by reducing them.
