- The first section of this book examines definitions of violence against women. It discusses responses to violence that are based on human rights approaches, and asks why - until recently - development organisations have failed to use strategies to counter violence against women and to support the victims. The second section focuses on possible strategies for governments and NGO's. Case studies drawn from over 30 countries worldwide, from times of peace and armed conflict, illustrate the possibilities and pitfalls of different strategies and interventions.

- People's access to services and resources are determined by government budget policies. Gender budgets initiatives around the world have attempted to systematically examine how government budgets address discrimination with regard to women's access to housing, employment, health, education, and other services. .Often these exercises have been eye-openers: A budget analysis of domestic violence policies and laws in seven countries in Latin America, for example, revealed that appropriations for domestic violence programmes and interventions were non-existent in cases. Similar evidence of gender discrimination is found when examining taxation policies. This publication elaborates on how budgets and budget policy making processes can be monitored for compliance with human rights standards, in particular with the Convention of the Elimination of All Forms of Discrimination against Women (CEDAW). Combining substantive analysis with country examples, the publication explores how a rights-based budget analysis can be applied to public expenditure, public revenue, macroeconomics of the budget, and budget decision-making.

- This report finds that while 42 economies reduced legal differences between women and men, 128 out of 143 economies studied still impose legal differences on the basis of gender in at least one of the report’s key indicators. The report also identifies 48 law and regulatory reforms enacted between March 2011 and April 2013 that could enhance women’s economic opportunities. In all economies, married women face more legal differentiations than unmarried women. In 25 economies, married women cannot legally choose where to live in the same way as married men, and in 29 they cannot be legally recognized as head of household in the same way as married men. The 2014 report covers new questions on issues such as gender differences in obtaining national identification cards: the use of quotas to increase women’s representation on corporate boards, national parliaments and local governments: women’s ownership rights in the marital home: and the number of women justices in supreme courts.

- This synthesis paper examines the evolution of efforts to address domestic violence in Latin America. The authors elucidate the methodological dilemmas involved in collecting data on domestic violence. The paper discusses some of the outcomes of domestic violence laws, including government actions undertaken, strategies used to implement laws when funding is lacking, and the extent of domestic violence services resulting from domestic violence laws. The paper also provides a framework for monitoring domestic violence laws and plans of action and their related budgets
