The paper assesses the implications of these changes for federally-funded welfare programs and services, with a view to suggesting how the CHST might be amended to better reflect and promote women's equality. - Aggressive criminal justice intervention in cases of wife abuse, characterized in particular by mandatory charging and no-drop prosecutorial policies, is frequently held out as offering two broad promises to women: protection for individual women experiencing wife abuse: and the transformation of the norms which currently sustain men's violence against women. The authors argue that not only has aggressive criminal justice intervention failed thus far to deliver on these promises but that it is, by its very nature, incapable of doing so. While its inability to do so is related to many factors which are discussed in the paper, perhapes the most significant is the multitude of harms that aggressive criminal justice intervention brings in tow for women, particularly those who are socially and economically marginalized.

- The author challenges the objective standard used to establish sexual harassment pointing out that this is a male standard that excludes the perspective of women. A review of the legislation and case law on sexual harassment in the workplace shows that the criteria currently used to establish sexual harassment is either the standard of the reasonable person, which legitimizes the male standard, or the standard of the reasonable victim, as interpreted and applied by men, which remains a male test. The author proposes an objective standard, namely a social standard, which would integrate the perspective of the reasonable woman and take into account the power relations between the alleged harasser and victim, so that characteristics that are relevant to the context, for example, age, 'race', sexual orientation or a victim's disability would become an essential point of the analysis.
