- 'The ‘due diligence principle’, as it is commonly termed, holds States accountable for human rights abuses committed not only by the State or State actors, but also by non-State actors. Violence against women (VAW) is most often perpetrated by non-State actors — for example, a close male relative or an intimate partner. The due diligence principle is a critical tool in the formulation of accountability. By making the State accountable for violence perpetrated by non-State actors, public international law recognizes that VAW, regardless of who commits it, constitutes human rights violations. Due diligence has also ruptured the artificial ‘public/private sphere’ divide and the dichotomy between State and non-State actors, as States are now not only permitted but .obliged to enter the so-called ‘private sphere’ where most instances of VAW take place and where States have traditionally been barred.'

- 'WRC developed the Cohort Livelihoods and Risk Analysis (CLARA), an operational approach that captures risks associated with livelihoods, including gender-based violence (GBV), as well as potential risks arising from .programs in response to crisis. CLARA assesses gendered livelihood needs, risks and opportunities, and highlights mitigation strategies for safer, more responsive humanitarian assistance. .During 2015-2016, WRC piloted the CLARA guidance and tool with Oxfam in South Sudan, and in the Kurdistan Region of Iraq, and with Mercy Corps in northeast Nigeria. .Today more than two-thirds of refugees are living in cities where they face significant risks as they engage in livelihoods, including exploitation, discrimination and various forms of GBV. Intersecting factors exacerbate their vulnerability, including marginalized employment, language, ethnicity, culture, disability, and sexual or gender identity.'

- 'An increasing majority of refugees live in cities and they face gender-based violence risks as a result of unmet needs and intersecting oppressions based on gender, race, sexual orientation, and disability among others. .A deeper understanding of the nuances and complexities of urban risks is essential to addressing violence and bridging the protection gaps affecting marginalized groups who have been traditionally overlooked in humanitarian response. Protecting refugees with heightened risks – women, adolescent girls, LGBTI individuals, persons with disabilities, sex workers and male survivors of sexual violence – requires innovative, tailored programming and outreach. This new reality necessitates a monumental shift in humanitarian response, requiring policy makers, donors, and practitioners to develop new programming that addresses the protection concerns of refugees in urban contexts in Quito, Ecuador: Beirut, Lebanon: Kampala, Uganda: and Delhi and India.'

- Women, especially between the ages of 15 and 49, represent one million of the over four million refugees. In the refugee camps, they often lack adequate access to health services, including sexual, reproductive and maternal health, and are highly vulnerable to violence and sexual assault. On top of that, refugees have a precarious legal status in host countries and thus their opportunities for earning a legal income are severely limited. The result is that Syrian refugees have been forced to adopt a range of negative coping mechanisms, such as child labour or early marriage. According to humanitarian organizations, marriages involving teenage refugee girls are increasing at alarming rates and now make up about a third of marriages in the camps.
