De ROSCA's zijn zelfhulp-organisaties van deelnemers, die met elkaar afspreken regelmatig geld te zullen storten in een fonds dat in zijn geheel of in gedeelten volgens een rouleringssysteem ter beschikking wordt gesteld aan de deelnemers. Dit systeem komt veelvuldig voor in ontwikkelingslanden en in immigrantengemeenschappen in het 'westen'.
