- Garner documents Western-led international organisations that dominated women’s involvement in global politics from the 1925 founding of the Joint Standing Committee of Women’s International Organisations up through the UN Decade for Women (1976-85). These nongovernmental organisations successfully infused liberal feminist and humanist values into the agendas of the League of Nations and United Nations, expanded the role of NGOs in global governance, and pressed intergovernmental bodies to recognise what they collectively defined as ‘universal’ women’s rights and human rights. Although women have not achieved an equal measure of policy making power within their societies or within the global governance system, the League of Nations and the United Nations provided women NGOs with forums to challenge these inequalities and to lessen discriminations against women.
