- Description

- Description
- The Gender Equality Index is a tool to measure the progress of gender equality in the EU, developed by EIGE. It gives more visibility to areas that need improvement and ultimately supports policy makers to design more effective gender equality measures.
The Gender Equality Index has tracked the painfully slow progress of gender equality in the EU since 2010, mostly due to advances in decision-making. While equality is more pronounced in some Member States than in others, it is far from a reality for everyone in every area. Gender norms around care, gender segregation in education and the labour market, and gender inequalities in pay remain pertinent.
The Index allows Member States to easily monitor and compare gender equality progress across various groups of women and men in the EU over time and to understand where improvements are most needed. The 2022 Index has a thematic focus on care in the pandemic. It explores the division of informal childcare, long-term care and housework between women and men.

- Description
- The Gender Equality Index covers a range of indicators in the domains of work, money, knowledge, time, power and health to monitor progress on gender equality in the European Union (EU). It also integrates two additional domains: violence and intersecting inequalities. It gives detailed analysis for the EU and each member state, the index shows country-level achievements and areas for improvement to lessen the gender gap. .This fifth edition of the index report focuses on the effects of digitalisation on the world of work and the consequences for gender equality. - Description
- This report consists of four chapters. The first illustrates the extent of gender inequalities in care and in pay in the EU and the linkages between the two. The second chapter reviews the two main policy approaches to tackling these inequal ities, which address equal sharing of care (among women and men within a household) and care externalisation (outsourcing care tasks to exter nal providers). The third chapter focuses mainly on externalisation as the predominantly adopted solution in the EU and illustrates the historical evolution of intra-household care arrangements, as well as families’ reasons for outsourcing care tasks to external service providers. The fourth chapter analyses the implications of externalisation, including care workers’ dire employment conditions and the role of COVID-19 in exposing the fragilities of the underfunded care sector. Finally, the report provides a range of policy recommendations for achieving greater equality in
the areas of unpaid care and paid employment, at both Member State and EU level.
