- 'This guide is an attempt to analyse some of the most pressing gender issues in contemporary labour migration. It seeks to highlight the rationale for including gender-sensitive measures and ways to implement them nto the migration policies of countries of origin and destination, as well as in bi- and multilateral agreements. Through presenting good practices and providing tools on how to shape migration processes, the Guide aims to assist and encourage OSCE participating States and Partners for Co-operation to enforce current legislation as well as develop and adopt policies and programmes for female migrant workers that are more gendersensitive. In this way, it should encourage migration policies to be formed in a more gender-just way. The Guide is a result of efforts to facilitate the incorporation of gender into labour migration policies. - Description
- This report examines human development in the Arab world through a human security lens, calling on policymakers and other stakeholders to move away from a state-centric conception of security to one which also concentrates on the security of individuals, their protection and their empowerment. It argues that widespread absence of human security has contributed significantly to the lack of developmental progress in Arab countries. . .The report describes seven dimensions of threat to individual human security in the Arab world: I. Insecure environments including pressure on scarce resources and the impacts of climate change, II. The State contributing to the insecurity of its citizens including using force and coercion, III. Vulnerable groups including children, women, refugees, IDPs and victims of the human trafficking industry who, in reality, have few rights and little means to redress this, IV. Volatile growth, high unemployment and persistent poverty, V. Hunger, malnutrition and food insecurity, VI. Health security challenges, VII. The impact and long-term effects of occupation and military intervention.

- Description
- This resource report is organized around three major topics. First, the authors are interested in gaining an understanding of the major trends in how women’s rights activists are going about communicating their goals of legislative and policy reform in the public sphere. They pay particular attention to the way that activists have 'framed' and communicated social, political, legal, and economic issues in order to improve women’s rights. Frames are used in social movements to highlight and give meaning to particular events, behaviours, or issues, while backgrounding others. Framing aims to identify the social or political problem or issue at stake, mobilize constituents for change, and may also include suggestions for action. By focusing on the way that issues are framed, we are able to better understand the particular ideological undercurrents of the campaign. Moreover, we are also able to identify important persuasive techniques for broadening public and official support for women’s rights campaigns.

- Description
- This paper seeks to understand how care policies are shaped. It looks at the dynamic between how constituencies make care claims and the ways in which care policies are constructed and delivered in different national, regional and historical contexts. The focus is mainly on child care policies for working parents in Europe, but the purview also includes policies for disabled people and unpaid careers. There are two main sections to the paper. The first focuses on the ways different political actors frame care policies in Europe. The second part examines policies in national context in relation to which issues drive policies and what this means for outcomes in terms of social inequalities: demographic change, social investment, employment-creation, and the global nature of care policy.
