- This annual report provides a prospective overview of the social dimension in the European Union as a background to social policy development and contributes to the monitoring of developments in the social field across Member States. Furthermore, it establishes links to other Commission publications such as Employment in Europe, Industrial Relations in Europe and the Gender Equality Report. It combines harmonised quantitative information with survey data on public opinion. In 2004 the report seeks to portray the social dimension of the enlarged Union, looking at both developing social trends and emerging policy challenges.

- The report is the fifth review of the overall developments at EU level related to the 12 areas .of concern as mentioned in the Beijing Declaration and Platform for Action (BPfA), at the United Nations World Conference on Women, 4-15 September 1995. The report focuses particularly on trends and developments observed from 2013 to March 2019, with exceptions such as the coming into force of the Work–Life Balance Directive or the elections to the European Parliament (May 2019). The review also reflects on the progress towards the Sustainable Development Goals (SDGs) adopted by all UN Member States in 2015. These include a specific SDG related to gender equality (SDG 5). .The executive summary highlights key findings on five themes: gender inequalities in the economy: gender-responsive public infrastructure, social protection and services: freedom from gender-based violence, stereotypes and stigma: parity democracy, accountability and gender-responsive institutions: peaceful and inclusive societies.
