- In order to uncover the strategies through which middle-class and elite whites achieved civic dominance, this study examines the Get-Out-the-Vote campaigns of the 1920s. Three cities serve as case studies: New York City, with its political machine and ethnic policies: Grand Rapids, with ethnic and racial diversity: and Birmingham where access to the ballot was sharply restricted, especially by race. It also illuminates the ways in which women and men, black and white, and in various regions of the country, pursued places for themselves in the public sphere.
