The GMS Toolkit provides accessible training resources to help those responsible for action on gender in government and other stakeholder organisations to mainstream gender issues. The Toolkit contains an Action Guide, Change Management Briefing and a a Trainer's Guide. The GMS is a holistic approach to gender mainstreaming developed by the Commonwealth, for use by governments in partnership with other stakeholders, including civil society, the private sector and international governmental organisations.
Report to the Heads of Governments of the Commonwealth that follows the Commonwealth Plan of Action on Gender and Development (1995-2000) and its Update (2000-2005). It provides the achievements of Commonwealth governments and the Commonwealth Secretariat in the period July 2001 - August 2003 in gender equality, particularly in the areas of comparative advantage. These areas include gender advances in political representation, women's involvement in peace initiatives, gender mainstreaming in economic policy, human rights and the rule of law, the impact of HIV/AIDS on women and girls.
